Five Mindanao cities and towns were among this year’s awardees in “Galing Pook.” The Galing Pook Awards 2009 is sponsored by the Galing Pook Foundation and aims to highlight the innovative and practical approaches to common local development challenges.
Galing Pook Awards also aims to highlight the best practices that actually worked in a Philippine town.
The 5 Mindanaoan areas that received the prestigious Galing Pook awards were Midsayap, North Cotabato; Surallah, North Cotabato; Sarangani, Malaybalay City, Bukidnon and Valencia City, Bukidnon.
Foundation chairman Rafael Coscuela said this year’s GPF awardees were chosen from 123 nominations by a national selection committee chaired by prominent economist Solita Monsod based on “innovation, positive results, transferability, sustainability, efficiency and people’s participation.”

I learned from the Kaamulan Festival 2009 Chief Coordinator today that a total of seven (7) contingents will compete during the Kaamulan Ethnic Street Dancing competition this Saturday, March 7, 2009. The contingents will represent the cities of Malaybalay and Valencia and the municipalities of Cabanglasan, Kalilangan, San Fernando, Malitbog and Quezon.
I must admit, I was a little bit disappointed with the news. Out of 20 municipalities in Bukidnon and 2 full pledged cities and only 7 will vie for this year’s much-awaited event! However, the Kaamulan overall coordinator said that in recent years, the provincial government of Bukidnon has imposed a couple of changes in the way they handle the yearly festival — and the cutting down of budgets for official streetdancing competitors is one. Hopefully, this won’t deter tourists from coming as the Kaamulan Festival 2009 events have been pretty exciting so far.
Which reminds me — the Kaamulan Jam 2009 Lock and Load Battle of the Bands is finally done and over with! Thank goodness. That event left me sleepless for 10 days! Anyways, going back to the Kaamulan Festival Streetdancing Competition – each contingent will have a float and the groups will also vie in two categories — the street dancing category (all contingents will pass through a large section of Malaybalay City’s main thoroughfare, Fortich Street) and the ground presentation category (the ground presentation will be held at the Capitol Grounds, Malaybalay City). The top prize, I think, is P150,000 — which I think is a bit too small considering that most, if not all, of the official contingents spend way more than that. Ah well…
If any of you are interested to watch the Kaamulan streetdancing competition this March 7, 2009, the event will start at 7 am at the Barangay Sumpong area of Malaybalay City (along Fortich Street). Contingents will, like I previously mentioned, pass through Fortich Street (hence, the traffic will be rerouted…buses, cars and other vehicles would need to take inner streets such as Magsaysay Street). Based on my previous coverages of Kaamulan street dancing events, I reckon all of the contingents should’ve already passed through Fortich Street at around 9 AM. Add the time needed for the ground presentations and I think the entire affair will end at around noon.
Things to remember:
- unless you’re an accredited member of the media, you can’t take pictures from the middle of the street. You can apply for accreditation from the PAIA (the Provincial Government of Bukidnon’s information arm)
- drink lots of water, bring a water bottle and some munchies. Stores along Fortich Street are usually closed until after the street dancing competition
- wear comfortable shoes. Chances are you would need to walk a lot because public utility vehicles (PUVs) such as multicabs and motorelas won’t be visible until after the competition. Besides, PUVs are not permitted to enter the Capitol Grounds at certain times so you may really need to put those legs to work

The much-awaited Kaamulan Festival 2009 in Bukidnon, Mindanao, Philippines is set to begin on February 18 and I myself cannot wait to join in the festivities! The Kaamulan Festival is the largest festival in Bukidnon and is largely renowned as the only remaining authentic ethnic festival in the Philipines. Kaamulan is an indigenous Bukidnon term for “gathering” for any purpose. It can also mean a datuship ritual, a wedding ceremony, a thanksgiving festival during harvest time, a peace pact, or all of these together.
I was furnished a tentative schedule of activities for this year’s Kaamulan Festival celebration in the Province of Bukidnon by the Bukidnon Tourism Office and although I can say that there aren’t that many changes from previous celebrations, there are still a lot of things to look forward to.
This year’s celebration will kickoff by February 18 and will end by March 10, the very day when Bukidnon is set to celebrate its 92nd Foundation Day.
The Kaamulan Festival, which began in the year 1977, is an ethnic festivall featuring the province of Bukidnon’s seven (7) hill tribes namely Tala-andig, Higaonon, Umayamnon, Manobo, Tigwahanon, Matigsalug and Bukidnon.
Activities during the Kaamulan Festival usually include a bazaar, garden show, food fest, agri-fair, rodeo, motorcross, concerts, pamuhat (traditional exercise), ethnic songwriting workshop, ethnic dance clinic, piniliyapan (Bukidnon Dances), a much-awaited ethnic street dancing competition (Sayaw Sayaw Ta Dalan), barn dance and various other rituals which showcase the rich culture and beliefs of tribal Bukidnons. There will also be a battle of the bands this year, a concert to be produced by a large telecoms company, another concert to be sponsored by the Provincial Government of Bukidnon and Bukidnon’s very own Senator Juan Miguel Zubiri, an airsoft tournament, a mountain bike tournament and a basketball tournament.

Yesterday, February 25, 2009, Ombudsman Merceditas Gutierrez ordered the filing of graft charges against former Bukidnon First District Congressman Neric Acosta, his mother former Manolo Fortich, Bukidnon mayor Socorro Acosta and his aunt Nemia Bornidor (member of the Board of Trustees of the Bukidnon Integrated Network of Home Industries, Inc. and JR Nereus Acosta’s aunt).
The case stemmed from a complaint filed by Fr. Venancio Balansag Jr., Fr. Wilredo Torayno, Vicente N. Abrogueña (now deceased), and Felix Vergara, Jr. representing the Bukidnon Crusade Against Graft and Corruption. The BCAGC alleged that on January 9, 2001, the former Bukidnon congressman and Yale World Fellow and then Mayor Amado Noble of Talakag, Bukidnon executed a Memorandum of Agreement providing for the appropriation of P2.5 million for the acquisition and installation of a Solar Tunnel Dryer for BINHI, Inc. The Purchase Request declared that the said solar dryer was to be used for agricultural services within Talakag. However, according to the Ombudsman report, Acosta “took possession of the said Solar Tunnel Dryer and transferred it to Manolo Fortich to be utilized by BINHI, Inc. which has as its incorporators his father Juan and maternal aunt, Bornidor.”
The press release from the Office of the Ombudsman also alleged that “on August 2, 2001, P2.5 million worth of funds from Nereus’ Priority Development Assistance Fund (PDAF) was released to the Municipality of Talakag in favor of BINHI, Inc. Prior to the release of the said amount, Nereus allegedly instructed Noble that Talakag shall only serve as a conduit for the release of the said amount and even gave explicit orders that it shall serve as loan assistance with zero interest. Furthermore, on July 2, 2002, the amount of P5.5 million sourced from Nereus’ pork barrel was released by the Municipality of Manolo Fortich in favor of BVPC, which has as its cooperators and members Socorro, Bornidor, and Nereus’ father Juan.”
