Five Mindanao cities and towns were among this year’s awardees in “Galing Pook.” The Galing Pook Awards 2009 is sponsored by the Galing Pook Foundation and aims to highlight the innovative and practical approaches to common local development challenges.
Galing Pook Awards also aims to highlight the best practices that actually worked in a Philippine town.
The 5 Mindanaoan areas that received the prestigious Galing Pook awards were Midsayap, North Cotabato; Surallah, North Cotabato; Sarangani, Malaybalay City, Bukidnon and Valencia City, Bukidnon.
Foundation chairman Rafael Coscuela said this year’s GPF awardees were chosen from 123 nominations by a national selection committee chaired by prominent economist Solita Monsod based on “innovation, positive results, transferability, sustainability, efficiency and people’s participation.”

Roughly 8,000 people made the pledge to register and vote in the May 2010 national elections last July 30, 2009 during the Rock the Vote 2009 Cagayan de Oro City leg held at Xavier University Gymnasium, Cagayan de Oro City, Mindanao.
Rock the Vote is a musical cum advocacy show which aims to encourage people especially first time voters to register at the Commission on Elections (COMELEC) and exercise their right to suffrage. Rock the Vote is also a part of the ongoing Register and Vote (RV) campaign, which is led by Senator Francis “Kiko” Pangilinan.
Pangilinan, along with author Atty. Alex Lacson, AKBAYAN Party List Rep. Risa Hontiveros and Bayan Muna Party List Rep. Teddy Casino, led the reading of a unity statement which declares commitment to bring about needed change through being a responsible voter.
Students from various Cagayan de Oro schools, young adults who have yet to register, stakeholders, representatives from various sectors of society and private citizens from CDO, Bukidnon, Butuan and other areas in Northern Mindanao converged and declared their support to the ongoing RV campaign.
Popular bands Hale and Spongecola and crooner Luke Mejares performed during the Cagayan de Oro Rock the Vote show.
Earlier that day, a Memorandum of Agreement (MOA) signing between Pangilinan and COMELEC, representatives of NGOs, media groups, business groups and private organization groups took place. The MOA signified all parties’ commitment to encourage more people to register and vote. All parties agreed that to register and vote is an essential role that each Filipino must play.
After the MOA signing, Pangilinan then proceeded to a Department of Agrarian Reform (DAR) forum where he led the distribution of hundreds of Certificates of Land Ownership Agreement (CLOAs) to beneficiaries from South Bukidnon, North Bukidnon, CDO, Agusan and Camiguin, among others.
Pangilinan then proceeded to Mindanao University of Science and Technology for an advocacy forum. Despite the rain, hundreds of students, teachers and school administrators gamely stayed and listened to Pangilinan. Joining the independent senator were Lacson and Casino. The three urged the students to further strengthen their voice as citizens of the country by voting in the 2010 national elections. Pangilinan reminded the students that they only need to bring a single valid ID during registration.
After the MUST forum, Pangilinan, Lacson and Casino proceeded to the Cagayan de Oro College, where they were joined by Hontiveros and former Bukidnon Rep. Neric Acosta. A similar advocacy forum took place.

MINDANAO – If you’ve recently tried a Bukidnon-Cagayan de Oro City road trip or a Davao City-Bukidnon-Cagayan de Oro City road trip, then you’ve most likely noticed the bottleneck of traffic at the Mangima Road section of Sayre Highway, Manolo Fortich, Bukidnon, Mindanao.
There’s currently a road and rehabilitation project there and I absolutely dread that section. I was once stuck there for 5 hours (!) during a Malaybalay City to Cagayan de Oro City trip. It usually just takes me 2 hours. You could just imagine the amount of time I’ve wasted!
That Mangima Canyon Road repair project has been a cause of delays and loads of inconvenience for the riding public for months now. In fact, in an effort to ease the traffic somehow, the Provincial Government of Bukidnon has requested that no 10-wheeler trucks be allowed to pass that section from 6am to 8pm. Of course, in the many times that I’ve traversed that area, I’ve noticed that the trucks have already started to pass even as early as 6:30pm…which is something that I could perfectly understand because the owners of these trucks also have businesses to run. I mean, really, is it their fault (and the riding public’s fault) that the project contractor, Henry S. Oaminal Construction and General Merchandise, allegedly doesn’t have enough equipment to finish the project on time?
So when I received a copy of a Bukidnon Provincial Council resolution alerting the Provincial Bids and Awards Committee (BAC) of the various contractors recently suspended by the Department of Public Works and Highways (DPWH), I was no longer surprised. Henry S. Oaminal Construction and General Merchandise, along with 57 others, is among the contractors suspended by the DPWH from participating in construction projects for reportedly violating government procurement laws.
DPWH Secretary Hermogenes Ebdane has reportedly requested other government agencies to also ban the same 58 erring contractors from participating in their own projects.

These 58 firms reportedly violated R.A. 9184 and Dep’t Order 35, series of 2008, for coming up with several excuses to hinder the bidding and the completion of the projects, and what is more, the most popular excuse given was that the projects were not profitable!
Moreover, the other reasons were that the Approved Budget Cost (ABC) is much lower than the proposed projects, and still, some cited as reason traffic jam problems.

Erring contractors should really be taught a lesson.
Oaminal Construction, according to DPWH, would have to finish the Mangima Road project (*groan*) but cannot get involved in any new bidding for a period of one year.

Roadhouse Cafe Baby Back Ribs and Pumpkin Soup

I, Mindanaoan, was finally able to “introduce” my mom to the renowned Roadhouse Cafe baby back ribs. I say renowned because a lot of foodies and food experts have already given their thumbs up on the baby back ribs served at Roadhouse Cafe.
Roadhouse Cafe serves Asian and Western cuisine. Its first and original branch can be found along Sayre Highway (national highway), Valencia City, Bukidnon, Mindanao. It now has a second branch at SM City Cagayan de Oro. Cagayan de Oro is roughly 2 and a half hours away from Valencia City.
Reasonably priced, Roadhouse Cafe’s baby back ribs tastes a bit sweet and tangy. The meat is very tender and definitely what you can call “fall off the bone”! As you can see from these photos, you’re given extra sauce and a few slices of cucumber. The rice is served separately.
I also ordered the pumpkin soup, which was also tasty and not too thick…just perfect to kickstart your appetite. As you can see, the pumpkin soup doesn’t have that “orange-y” hue. Not that the color makes any difference. Roadhouse Cafe pumpkin soup still tastes amazing, no matter what color it is!
My mom’s verdict? Thumbs up! She enjoyed the meal as much as I did. So the next time you’re in Cagayan de Oro, I suggest that you drop by Roadhouse Cafe. Or if you’re in Bukidnon, check out their original branch as well. It has a very homey feel
And while you’re there, try their fried bread and fried noodles!
